The diagnostic test said that there was a corrupt HDD. Then just last week, i switched my pc off and that was it. Meanwhile, the faulty power consumption kept messing with my HDD. It wasn't even a drop at that point i had constant 10-15fps in game. But there was no way of knowing this when it was happening so i kept doing what you did- updating softwares, reinstalling my OS, reinstalling dota/steam but the fps drop remained unperturbed. So it turns out there was a problem with my computer's power consumption. I had this issue the entire last month but I am not sure you will have the same problem.
